Description

The Commercial Planner and Models position maintains the refinery linear program (LP) model to accurately represent the refinery for economic evaluations. The LP model is used by multiple planning department and headquarters personnel to guide economic decisions in crude selection, refinery run rate, refinery operating targets, and product selection. The position maintains and modifies the model with the assistance of the corporate LP support group, refinery technical staff, and refinery commercial staff. This role completes long range major and minor project economic analysis for development of the refinery capital spending plan. The models engineer is also the lead for developing the barrel plan for the annual refinery business plan.

Responsibilities May Include
Participating in refinery safety contact program and facilitate department safety meetings.
Maintaining refinery LP model for accuracy.
Serving as first-line technical support for LP users.
Completing regular validation / accuracy assessments of the refinery LP model.
Monitoring crude quality and adjust LP assays as necessary based on current lab data.
Leading feedstock evaluation process for new crudes.
Completing the barrel plan for the annual LRP.
Completing variance analysis comparing actual to plan on a monthly basis.
Completing project economic evaluations.
Acting as refinery point of contact for the Refining Planning and Economics Team (RefPET) and PIMS Users Group (PIMSUG).
Backfill and vacation relief for Commercial Dept. positions as required.

Basic/Required

Position Requirements
Legally authorized to work in the job posting country
Bachelor’s degree in chemical engineering
Possess a valid Driver’s License
7 or more years of refining experience
2 or more years of commercial experience

Preferred
2 or more years of linear programming experience
Experience with refinery scheduling tools (Orion/APS)
Proficient computer skills, including Outlook, MS Excel, MS Word, and MS PowerPoint
Demonstrated strength in communication and interpersonal skills
Strong time management / organizational skills
Able to work with minimal supervision
Organized, self-motivated, and able to communicate both verbally and by written documentation

The Ferndale Refinery is located on Puget Sound in Ferndale, Washington, approximately 20 miles south of the U.S.-Canada border. Facilities include crude distillation, naphtha reforming, fluid catalytic cracking, alkylation and hydrodesulfurization units. It processes a variety crude oils, including Alaskan North Slope, Canadian and other foreign and U.S. shale crudes, primarily delivered via marine vessel and pipeline. Within the refinery is a rail car crude oil receiving facility with a capacity of 30,000 BPD. This offloading facility, owned by Phillips 66 Partners, makes the receipt of additional crude by rail car possible. The refinery produces a high percentage of transportation fuels. Other products include residual fuel oil, which is supplied to the northwest marine bunker fuel market. Most refined products are distributed to customers by pipeline and barge to major markets in the northwestern United States.
