A MANAGER BUNKER SUPPLY is urgently required in Dubai, United Arab Emirates.

MAIN RESPONSIBILITIES

• Oversee the implementation of the Bunker purchasing process, from reputable suppliers, brokers and traders, ensuring full compliance with the contractual terms and conditions agreed with vendors.
• Monitor practical and economical purchasing so that deleivery takes place in a smooth, efficient, and cost-effective manner while complying with company policies and procedures.
• Ensure a timely delivery of bunkers to vessels so as to allow a smooth operation of the fleet.
• Ensure that adequate quality of bunkers are ordered and delivered as per fleet specification requirements.
• Organise and control all bunker lifting in coordination with the Vice President of Purchasing/Contract Department, Fleet, and Vice President for Operations.
• Report to VP Purchasing/Contract Department any situation that may adversely affect the bunker purchasing system and procedures.
• Monitor the obligations of barge deliveries and mediate between suppliers, fleet, operations, and legal department if disputes occur that could cause conflicts of interest to the bunkering programme.
• Provide courteous and reasonable assistance to any staff that may be involved in operations.
• Provide assistance to all departments directly involved in bunkers and operations and ensure professional back-up and facilities are available.
• Organise and maintain an efficient requisition, purchase order, and reporting system.
• Ensure that all relevant safety, quality, and environmental procedures, instructions, and controls are adhered to so that the safety of employees, quality of services, and environmental compliance can be guaranteed.
• Prepare the Bunker Purchasing department budget and monitor financial performance versus budget so that the business is aware of anticipated costs, areas of unsatisfactory performance are identified and potential performance improvement opportunities are capitalized upon.
• Ensure all relevant operational procedures and instructions are followed so that work is carried out in a controlled and consisitent manner.
• Liaise with operations, Fleet, and Finance Managers for all bunkers related issues from initial requirement until delivery including disputes in quantity and quality, and administration.
• Coordinate closely with vendors, service and delivery of bunkers, in respect of the purchasing, transport of cargo, port facilities, and related schedules for a timely supply of bunkers and personnel to ensure receiving quality and quantity ordered by vessels and operations.

ESSENTIAL REQUIREMENTS

• Minimum 10 years of relevant experience.
• Marine Engineer.
• A developed network of contacts with suppliers.
• Able to manage complex contract negotiations, including those where leverage is limited, to reach agreements acceptable to both parties.
• Knowledge of industry operating standards, policies, and procedures.
• Works well in a multi-cultural and multi-national environment.
• Effective communications and presentation skills.
• Ability to operate effectively at all levels within the business.
• Good representational and influencing skills.

 
DESIRABLES

• Fluent in Arabic language.
• Chemical background.

 
REMUNERATION

• USD 11,000 per month.
• Standard entitlements as per UAE Labour Law.
